Todd Phillips, Co-Founder
William "Todd" Phillips passed away unexpectedly in March of 2020. Todd devoted over 30 years of his life to the paving and construction industry, starting at Martin Paving and co-founding P & S Paving in 1993. He was an honest businessman, a dedicated teacher, a trusted mentor, and a true leader in our community.
Todd had an irreplicable drive, work ethic, mind, and heart. He was brilliant when it came to design projects and their execution - making even the most complex challenges seem effortless. He was never afraid to get his boots dirty, always leading by example for the betterment of our company and community. Todd was an honorable mentor to the team here at P & S Paving, as well as a loving father, husband, brother, uncle and great friend to many.
Todd was a pillar in the community and in many of our lives. Every job completed from this day forward, we complete in remembrance of him.
Brian Davidson, Senior Estimator/Project Manager
Brian W. Davidson lost his battle with pancreatic cancer on September 8, 2022, surrounded by family and close friends. After graduating from Florida State University, he started working at Martin Paving as an intern which led to a lifetime career in . Brian went on to work for Phillips & Jordan and APAC before joining the P & S Paving family in 2005 as senior estimator/project manager.
Brian was a leader in our industry, heading up numerous design-build teams and tackling our most challenging projects. His relationship with the city, county and FDOT leaders, along with our private customers and subcontractors, is a testament to his knowledge and character. Brian was able to mentor a group of young project engineers/managers to carry on his legacy. It was a privilege for Brian to be a part of the P & S team, and we will miss his presence. Please keep his family and the P & S family in your prayers.

We are proud to reflect on the growth of our production facilities since our first asphalt plant in 1993. Since the beginning, we have prided ourselves on the quality of our product.
Our latest asphalt plant is of the utmost quality & performance, having produced 7.5 million tons and counting since its inception in 1997. We have also recently added a portable plant, enabling us to serve your asphalt needs regardless of location.
